Concept of the draft Law of the Republic of Kazakhstan "On heat power engineering"

The concept of the draft Law of the Republic of Kazakhstan "On Heat Power" is being developed in connection with the need to regulate activities in the field of heat power and strengthen responsibility for non-compliance with technological and other requirements that may endanger the life and health of the population, given that the Republic of Kazakhstan is located in a zone with a sharply continental climate characterized by hot summers and cold winters.

At present, Kazakhstan does not have a single industry law regulating the sphere of thermal power engineering. The issues of the industry are partially reflected in the Law of the Republic of Kazakhstan "On Electric Power Industry", but they do not cover all the necessary aspects.

District heating is the main source of CO2 emissions in Kazakhstan; this sector accounts for 51% of national CO2 emissions in the primary energy balance.

About 80% of Kazakhstan's heat supply facilities run on coal and fuel oil; coal-fired plants account for 86% of greenhouse gas emissions in Kazakhstan.

In general, the share of electric power facilities accounts for:

43-45% of total emissions of pollutants into the atmosphere from stationary sources, one third of which are ash emissions; emissions from CHP are prevalent – up to 70 %;

68-73% of total greenhouse gas emissions;

10% of the annual volume of waste generation;

300 million tons of accumulated ash and slag waste (ASH), for the storage of which about 8.5 thousand are employed.ha; processing of ZCO on an industrial scale is practically non-existent .

Compared with foreign countries, the energy efficiency of power plants is quite low. As an example, it can be pointed out that the efficiency of coal–fired condensing power plants in Kazakhstan averages 32%, while in advanced foreign countries - 42%.
